Roch J. Girard, CFSA President & National Secretary, AFSA

 

Mr. Girard has served as the original Secretary/Treasurer of CFSA for a period of 17 years before he was elected to the position of President of CFSA in May 1997.

Mr. Girard retired as a Principal from the Joseph O. Goodwin Elementary school in East  Hartford after serving as a teacher and administrator in that community for 34 years. In East Hartford, Mr. Girard served as a middle school teacher, middle school assistant principal, and principal, and also as an elementary principal.  He was the President of the East Hartford Administrative and Supervisory Unit for 26 years.  Mr. Girard has served for three years as a National Vice President of the union’s parent group, the American Federation of School Administrators. In July 2006, Mr. Girard was re-elected to a third-three year term as the National Secretary of AFSA. 

Mr. Girard served as the 11 year Chairman of the Connecticut Advisory Council for School Administrators Professional Standards Board. The Board was originally created by the state legislature in response to a CFSA request. The Board deals with preparation, training, professional development activities, assessment, certification and evaluation of school administrators. The Board prepared Connecticut’s first and only Code of Professional Responsibility.  The Code addresses responsibilities of students, their families, community, staff, and the profession.  Currently, every newly certified administrator is given a copy of the Code of Conduct. 

As Chairman of the Advisory Standards Board, Mr. Girard has served on two committees established to address the issues of administrative and teacher shortages, retention of school administrators and minority recruitment.  He has served on both the Hartley Commission and on the Legislative Panel looking into the critical shortage issue.  The legislature is currently addressing these critical issues. 

Mr. Girard is also serving as the Chairperson for the Connecticut Coalition for Public Education. This Committee represents all stake holders in the educational establishment in the State of Connecticut.  Its membership includes CABE (Ct. Boards of Education); CAPSS (Ct. Association of Public School Superintendents); CAS (Ct Association of Schools); CEA (Ct. Education Association); AFT-Ct (American Federation of Teachers –Ct); CFSA (Ct. Federation of School Administrators); CTPTA (Ct. Parent Teacher Association); and has the SDE (State Department of Education) as an Ex-Officio member.  The Committee meets monthly at the headquarters of each of the organizations’ facilities on a rotation basis. 

In May, 2006, Mr. Girard was re-elected to a third - three year term as President of CFSA.  Mr. Girard received his Bachelor Degree at the University of Hartford, a Masters Degree from Trinity College, and a Sixth Year Degree from the University of Connecticut. 

Roch and his wife Jeanine have been married for the 39 years. They have two sons, Kevin and Daniel.  Kevin is a graduate of Central State University and is working at Atrium Medical Corporation, as Sales and Marketing Manager. Daniel is a graduate of Arizona State University, and works in San Diego, CA. at  Advanced Molecular Evolution,  and is  a molecular biologist. 

Mr. Girard serves as a Eucharistic Minister and Lector at the St. Christopher Church in East Hartford, Ct, and is the President of the Parish Council, and serves a Chairperson of Building and Grounds for the Parish.

Paul Rebot, Vice President
 

Paul Rebot became CFSA's first Director of Negotiations in 1983.  He has negotiated hundreds of contracts since then, with numerous impact negotiations, mediations, and arbitrations. Negotiations are the bread and butter of every union.  Paul, through our parent organization, AFSA, has been instrumental in the creation of negotiations workshops for training our school administrators at the George Meany Institute in Silver Springs Maryland.  Since then, several CFSA administrators have been selected to attend the training, and after interning with Paul, have provided valuable services to our various locals. Currently, there are seven administrators (active or retired) who provide negotiation services to locals.

Negotiations have provided Paul the opportunity to network with Board of Education attorneys, mediators, arbitrators, teacher union officials, UCONN Labor Center staff, and the staff of the State Department of Education's Legal Affairs Office.  Paul's service to locals, and involvement in negotiation activities on a statewide basis have resulted in several groups joining CFSA. 

In May of 1997, Paul was elected to his first term as Vice-President of CFSA, and in May 2003 re-elected to his third term.  One of his fondest memories of serving these many years was receiving the thanks of former AFSA President, Joe Greene, at the National Convention of AFSA, for recommending that the National headquarters relocate to Washington D.C. from its former home in New York city.

Having graduated from CCSU with a degree in Education, an M.S. in guidance, and a Sixth Year from the University of Hartford in Administration, Paul frequently encounters alumnae as he travels the state on your behalf, dealing with problems and legislative issues.

Although retired from the ranks of school administration, Paul finds helping our CFSA members with issues a full time career.  The rewards of solving a problem, or providing some information to assist a member---- PRICELESS

Paul and his wife Carol (who is also an officer in her local union) have two children, Joe and Beth.  Joe and Hilary have two children, Malia and Aubrey.  Beth, and her husband Scott, have two children, Hannah and her brother Gabriel.

Michael Yamin, Secretary
 

 Assistant Principal with extensive experience in coordinating the daily operations of a high school. Skilled in managing teacher responsibilities, instructional planning, school operations, and daily schedules. Excellent background in education law, special education, teacher evaluations, and high school scheduling.  Experienced in developing and implementing professional service training and orientating new teachers.

Dr. Janie Pertillar, Treasurer
 

Janie Dent Pertillar, Ph.D. is an American Federation School Administrators (AFSA) General Executive Board (GEB) Vice President, Connecticut State Federation of Administrators’ (CSFA) Treasurer and President of the Hartford Principals’ and Supervisors’ Association (HPSA), Local 22. In January 2007, she became the first female President in the history of the Hartford Principals’ and Supervisors’ Association (HPSA).    

Dr. Pertillar is the Principal of the award winning Blue Ribbon, Simpson-Waverly Classical Magnet Elementary School in Hartford, Connecticut.  She began her career as a Business and Mathematics instructor in the Hartford Public Schools.  President Pertillar was one of the pioneers and the first mathematics teacher in the Classical Magnet Cluster of Greater Hartford.  She has worked as a mathematics and technology instructor at Quirk Middle School, Hartford Public High School, Weaver High School, Kingswood Oxford Preparatory School, Capital Community Technical College, the College for Women and the University of Connecticut.  She was Director of Special Funds where she managed a budget of well over $54 million at Central Office. 

President Pertillar, after graduating from high school with an academic scholarship, entered the University of North Carolina where she earned a Bachelors of Science degree in Business Education with a minor in mathematics. During her second year at the university she was inducted into “Who’s Who Among Universities and Colleges.”  Moving to Connecticut, she earned a Masters in Business and a Sixth-Year Degree in Supervision and Administration from Central Connecticut State University.  Continuing her studies, she was awarded a Masters+90 degree with a concentration in Mathematics and Computer Science from Connecticut Colleges and later earned a Doctorate’s degree from the University of California.  Dr. Pertillar was married to the late Leon Pertillar, Social Studies teacher for 35 years in the Hartford Public Schools.  They had a beautiful daughter named Toscha Michelle Pertillar, a graduate of the University of Connecticut.
